How Projects Are Built in Avalon
The City of Avalon Public Works and Community Development Departments work together to ensure that all new buildings, infrastructure improvements, and civil projects are designed and built safely, sustainably, and in harmony with the island’s character.

From concept to completion, each project follows a series of steps that balance community goals, environmental protection, and efficient public service delivery.

1. Concept & Feasibility Planning
Before any design or construction begins, project sponsors define the purpose, goals, and scope of the project.
City staff help determine:
- Land-use compatibility based on Avalon’s General Plan and Coastal Plan

- Preliminary cost and schedule estimates
- Required approvals and permits

2. Site Analysis & Environmental Review
Every project site is evaluated for its topography, soil conditions, drainage, access, and environmental sensitivity.
Projects within coastal or protected areas undergo a California Environmental Quality Act (CEQA) review to identify and reduce potential environmental impacts in line with Avalon’s Local Coastal Program (LCP).

3. Conceptual Design & Preliminary Engineering
Design professionals develop early-stage concepts and layout plans.
These preliminary designs ensure compliance with:
- Zoning and land-use designations
- Building height and setback requirements
- Avalon’s architectural and coastal design guidelines
Public input and agency coordination often take place during this stage.

4. Planning Review & Approvals
Projects are formally submitted to the Planning Department for review.
This includes:
- Design Review for aesthetics and community compatibility
- Use Permits or Variances (if needed)
- Public hearings or community meetings for major developments
Once approved, projects receive Planning Entitlements, allowing them to move into the construction phase.

5. Construction Documents & Engineering Plans
Detailed architectural, structural, and civil engineering plans are prepared.
These documents include:
- Building layouts and material specifications
- Utility and drainage designs
- Grading and site access plans
- Plans are reviewed by the Building & Safety Department to ensure full compliance with all applicable codes and safety standards.

6. Building Permit Application
Applicants submit the final set of plans for Building Permit approval.
This process verifies:
- Structural integrity
- Energy and safety compliance
- Proper utility connections and construction methods
- Once approved, the City issues a Building Permit authorizing construction to begin.

7. Construction & Inspections
During construction, the Building & Safety Department performs scheduled inspections at critical stages:
- Foundation & concrete slab inspection
- Framing inspection
- Electrical, plumbing, and mechanical inspections
- Insulation and drywall checks
- Final inspection for occupancy approval
- Each inspection ensures that the project meets all safety and quality standards.

8. Final Approval & Occupancy
After all inspections are complete and all conditions are met:
- The City issues a Certificate of Occupancy (for buildings) or a Final Acceptance (for public infrastructure).“
- As-built” drawings and maintenance information are submitted for city records.

9. Post-Construction Maintenance & Monitoring
Completed projects are incorporated into Avalon’s maintenance and asset management programs.

Planning Department

The Planning and Building Department oversees all development in the City of Avalon. The Department is comprised of an internal and consulting staff. The City Contracts with Sagecrest Environmental + Planning for City Planning Services and 4LEAF for Building Services.

Building and Safety Department

Building under construction and construction plans are subject to assessment by the Building and Safety Department. The department does this to guarantee that all local, state, and federal building codes and essential safety and building standards are adhered to.

Public Works Department

In partnership with their community, the Public Works Department is committed to providing the highest level of service to construct, maintain, and enhance public facilities, programs and infrastructure in a cost-effective manner.
